The election replaced Xavier Becerra (D), who was appointed as California's attorney general.[2] Democrats Jimmy Gomez and Robert Lee Ahn were the top two vote-getters in a primary field of 23 candidates and advanced to the general election. Gomez and Ahn competed in the runoff election on June 6, 2017, when Gomez defeated Ahn by more than 20 percent, 60.1 percent to 30.9 percent.[3] The previous two elections in the district have also featured a general election contest between two Democrats.[4][1][5]

Ahn and Gomez participated in a candidate forum on May 25, 2017, where they discussed the Trump administration, infrastructure, job creation, healthcare, and local issues. During the forum, Ahn emphasized his legal and business background and knowledge of Korean relations, while Gomez highlighted his legislative experience in the California State Assembly and endorsements from progressive organizations like the Bernie Sanders-backed Our Revolution. In the fundraising race, Ahn outpaced Gomez, raising $353,000 between April 1 and May 17. His campaign capital was boosted by an additional $195,000 personal loan. In the same time period, Gomez raised $327,000.[6]

Campaign themes

2017

The following issues were listed on Garza's campaign website. For a full list of campaign themes, click here.

  • The Ecomony: In our current system income inequality is rampant. The middle class is dwindling while the top 1% and large corporations are thriving. Our quality of life is declining due to the number of hours we put into our jobs to earn a paycheck to provide the basic needs for our families or ourselves. We need to demand that wealthy individuals and corporation pay their fair share.
  • Education: The beginning years of our children’s lives are critical to them building healthy relationships and socializing with others while learning. I will make sure that all families have access to affordable quality childcare and that early childhood development teaches the building blocks of emotional intelligence to students.
  • Environment: Time and time again science is proving that pollution has a direct effect on our world as we know it. We need to protect our planet and our land, air, and water that we all share. Under the new administration, our environmental protections are under siege in the name of capitalism. Regulations are being lifted so that heavy polluters gain more access to resources. #cashislife - This needs to stop or else we will make this worse for future generations only to gain more profits now, which is wrong.
  • Healthcare: I will push for progressive legislation in this area to make sure that everyone who needs care gets the help they need. In addition, I would like this system to not be attached to any payroll taxes. Sometimes people are in and out of jobs, and work is not consistent, just like our health we can’t guarantee when sickness or an accident may happen. Ultimately, I foresee this being paid for by a consumption tax, not by an individual paying a monthly allotted amount.
  • Immigration: This issue weighs heavy on my heart. On one hand, how do we enforce our current federal laws on immigration? And on the other, I believe it's not in our best interest to tear apart families of local law abiding people that contribute to our economy and pay taxes. Sadly, our system in its current state is clearly broken. It surprises me in years past that nothing has been done to reform immigration comprehensively that has lasted. Even if we pushed for Amnesty for all, that would start the cycle all over again in regard to enforcement after the fact. Once again, the system is clearly broken.
